The Yamuna Expressway Industrial Development Authority (YEIDA) recently revealed that since the announcement of Jewar Airport, investment has received a major boost in and around the Yamuna Expressway areas.
Anita Meshram, the divisional commissioner informed that the district administration will commence land acquisition for Jewar Airport by January-end. The authority will acquire acquiring 1,334 hectares land for the proposed airport.
She further said that the administration already sent its report on the land to the Yogi Adityanath-led Uttar Pradesh State Government. This report is sent under Section 19 of the Land Acquisition Act and the same will come into action once the notification for land acquisition is issued by the Government.
The Uttar Pradesh State Government gave nod for the Jewar airport bid document prepared by Price water house Coopers [PwC]. The proposal will now be sent to Union civil aviation ministry for clearance officials said. The ministry is expected to send clearances for the same by the December-end. After which, the project will have an open international bidding for the tendering process.
NAIL, i.e. the Noida International Airport Company Limited will be responsible for the bidding process. This is a company formed by the Yogi Aditynath-led Uttar Pradesh State Government in August 2018 to get the Jewar International Airport project rolling. The company NIAL recently formed a core team of 10-members that include officials from YEIDA for the handling of airport-related work.
In a recently held cabinet meeting, it was decided that construction of the Greenfield Jewar International Airport, will be done on a public-private-partnership (PPP) mode. A government order has also been issued on the same by the Civil Aviation Department after they got nod from the state cabinet.
According to officials present in the cabinet meeting, the acquired land for the project will be given on a 90-year lease to the Noida International Airport Limited (NAIL). The authority has also been given the power of selecting the appropriate developer for the project.
UP Chief Minister Yogi Adityanath has directed Noida International Airport Limited and the Gautam Budh Nagar administration officials to speed up the work on the Jewar Airport project. The decision was taken in the meeting held in Lucknow between the CM, Chief Secretary Anup Chandra Pandey, and other related officials.
In the meeting, CM Yogi discussed the progress of the project and matters related to the land acquisition for the project. According to officials, if all goes as per schedule, the State Govt is expecting to launch the Greenfield International airport project by the end of December.
To kick-start, the construction work of Jewar Airport, the Uttar Pradesh Government has recently released the first installment of Rs 250 crore to start the land acquisition process. The orders for the same have been issued by civil aviation secretary Surya Pal Gangwar on October 20.
As per the order issued by the state Govt, the funds have been released following the issuance of notification under Section 11 of the Land Acquisition Act. So, in accordance with the notification, the Govt has released 10% of the total projected value i.e. Rs 250 crores.
In a recent development, the Yamuna Expressway Industrial Development Authority (YEIDA) has invited bids for selecting a consultant that will study ways to connect the proposed Jewar Airport to Delhi and other important cities of NCR. The last date to submit applications is October 24, as told by YEIDA officials.
According to Shailendra Bhatia, an officer on special duty at YEIDA, the consultant applying should have an annual turnover of at least Rs 20 crore in the last three financial years and should be able to submit the report within four months.
After receiving the consent of more than 70% farmers for the land acquisition of Jewar Airport, the Gautam Budh Nagar administration is now working on the proposal for the same of the proposed Jewar international airport project which will be prepared by this week. According to the authority officials, the UP government is expected to start the acquisition process by the end of October.
A senior authority official has revealed that currently they are preparing the proposal for the acquisition and as per the procedure; the process will begin after UP chief minister Yogi Adityanath approves the social impact assessment (SIA) report.
In order to kick-start the work of Jewar Airport, the UP Govt is all set to invite bids to appoint the developer in the month of November. The information has been given by the CEO of YEIDA that is also the nodal agency for the International Airport.
Elaborating on the above development, Arunvir Singh CEO, YEIDA said, “The airport schedule is on track, and the process to award the contract to a concessionaire (the company that will build and operate the airport, like GMR, does for IGI) is likely to be completed in January 2019. By then, the land acquisition work also likely to be completed.”
In a recent meeting, the UP Government has given its approval on the social impact assessment (SIA) report that encompasses the details of the land identified for the development of Jewar Airport. The meeting took place few days back in Lucknow in the presence of UP chief secretary Anup Chandra Pandey, members of Noida International Airport Limited, PricewaterhouseCoopers (PwC) India and other UP government officials.
During the meeting, PwC gave a presentation about the concession agreement draft to the chief secretary. After the meeting, a senior UP Govt official said, “The UP government will first approve the SIA report in the cabinet, and then issue a notification to make way for land acquisition,”
